A second effect of a quota system is the removal of incentives for racing behaviour. Ideally, when fishermen are on quotas, they have every incentive to set their own pace in taking their quotas, on different days, with different boat speeds and sizes. Far from being a racetrack under close official supervision, a fishery may take on the appearance of a peaceful common rangeland, with the owners replacing fishery wardens in checking on each other. This substitution depends, however, on the certainty of TACs.
