Apart from relying on in-house R&D activities, China has tried to acquire advanced technologies via various sources. Importing technologies from foreign countries, complementing indigenous efforts, has been commonly acknowledged as a substantial driver to technological upgrading in China.

In early 2006, China convened a National Science & Technology Summit that issued the outline of the National Medium- and Long-Term Science and Technology Development Plan 2006–2020. A distinct feature of the plan is the adoption of innovation as a new national strategy and goal to propel China into the ranks of innovation-oriented countries by 2020. Since then, innovation has been recognised as the engine to shift China’s long-standing export-led, low-cost manufacturing growth model to a knowledge-based sustainable growth model.

With the increasing internationalisation of R&D and globalisation of production, open innovation is diffusing rapidly in China. Challenges to adoption of open innovation for latecomer firms and the implications for latecomer firms in building indigenous innovation capability are also discussed. Chapter 7 examines how Chinese firms use open innovation as a response to the constraints and risks of innovation that they face. A national firm-level survey of 1,400 firms in the manufacturing sector is used as the basis of the analysis.
